Setting up a company Safety Forum

Hi all,

We intend to establish our department (Engineering) Safety Forum to initiate, discuss and follow up relevant safety, working environment (onshore/offshore), regulations issues in the department.

The Safety Forum will hold regular meetings to address the issues.

There will Safety representatives from all departments.There wont be any managers representing their departments.

I'd like to come up with a Terms of reference for this forum.one of the terms would be Confidentiality (no blame).

Has anyone have any previous experience or suggestions on how to set this forum up and also on the terms of reference.
