In general you need to have to soak the clothes in liquid O2 to get that result, e.g. a pipeline leakage spraying down a person. But you can also get that result if you have an environment with more than 23 % O2 (normal concentration is 20,9 %) and you have to have some sort of ignition, for instance static electricity. The latter is sometimes possible when there is a leakage on O2-pipes which often are in culverts in order to be out of harms way. Some times this can also happen if there is a hard blow on an O2 enriched garment or other.
This it at least what I can remember from school, hope it's correct and that is in some way answered your question.
