Can I ask that you copy your blog and post it in the forums which is the appropriate area to pose questions of other members.
I can probably answer your question however. Firstly, NEVER threaten to call HSE. That is not to say you are wrong to raise Health & Safety issues with supervisors and management but such a threat can place your employment in jeopardy.
However not threatening to call HSE does not then stop you calling then at a later time, and yes you can call anonymously. I have made two such calls myself and on one occasion a company was prosecuted as a result.
Every company is required by law to have the Health & Safety Poster with the details of the Local HSE Office in a prominenet location, and you will be able to get their telephone number from there. Alternatively you can try their website which has a complaints section at http://www.hse.gov.uk/contact/concerns.htm
