  I'm not an expert in electricity. However, it does look like static to me but it shouldn't happen. I believe that as hose and nozzle are earthed and the nozzle was in contact with the vehicle, there should have been no potential difference build-up. I see by the date that this was over 4 years ago, so presumably someone knows the cause.
